Although we have been critical of councils for introducing alternate weekly refuse collections and for the increasing enforcement/fines issued to householders, on this occasion we would like to congratulate them for NOT volunteering to trial Pay as you Throw schemes.

Defra states that it was the councils asking for legislation to be able to charge, probably by weight, for the general waste we throw away.  They invited councils to apply to them to be considered for 5 pilot schemes. Not one council applied to take part before the deadline.

This may not be the last we hear about Pay as you Throw but for the time being we must be thankful that the environmental consequences of such schemes (backyard burning and fly tipping) will not be realised.

I think the best way forward is to take residents with you by encouragement to recycle, not by handing out spot fines or extra bills.

Even better still, stop producing the mountains of crap from huge supermarkets etc to recycle in the first place. Is this so hard for them to understand? And what is the point of recycling anyway if no one wants the blessed product in the end?
