As I have said on here before, we don't have wheely bins, but we may do next year at some point.
I use one black bag per week, which I use in my kitchen bin, as it is only myself that lives here and my cat, now if we had wheely bins, how on earth would the council know what is in my black bags, unless they are going to rip them open. I would not want to do that, and with having a cat and waste cat food it will stick like hell if left for two weeks.

Waste enforcement officers do have the authority to go through our rubbish - if recycling materials are found in your general waste bin a fine may be levied. If your bin/crate of recycling materials contains general waste they will not be collected until you remove the offending items - again a fine may be levied for contamination.

I would not like their job, just imagine what could be in the bins. If they ripped the bags open and make a mess then they should clean it up.
I think they are going too far with this and I am sure if people really fought back then the government and councils would change things.
The problem is, you get some people who will go against it, but not every one, they can't fine every one and they can't prosecute everyone.
