Pay as you throw back on the agendaAfter last week's assurances that this would not be brought in, powers for councils to introduce PAYT schemes are back on the agenda. Legislation will have to be included in the Environmental Protection Act 1990 as currently councils have a duty to collect domestic waste "free of charge".
We predict, as do so many with an ounce of common sense, that this will have adverse effects on our local environments - fly tipping, backyard burning and "borrowing" neighbours' bins. The administration will add huge costs to local government and who will be paying for this? Council Tax payers of course.
